DUTIES:
Reporting to the Commissioner, Infrastructure Services, this position will have overall responsibility of the Pollution Control Department, which includes the operation and maintenance of the wastewater treatment systems, including the Lou Romano Water Reclamation Plant, Little River Pollution Control Plant and the Windsor Biosolids Processing Facility. This portfolio also oversees the City’s sewage and stormwater pumping stations, storm water retention ponds/basins and an industrial waste control monitoring and enforcement program. Must also meet all provincial legislative and regulatory compliance in regard to the effective operations of the wastewater treatment plants, pumping stations, monitoring of closed landfill sites and industrial pre-treatment programs. Accountable for the preventative maintenance of all facilities in order to assure long-term operation, with stringent cost control. Experience in class environmental assessment study, design, construction and commissioning of wastewater treatment and pumping station systems. Will be responsible for the preparation and administration of the annual and multi-year departmental capital and operating budgets. Will engage in labour relations, including negotiations as required by the collective bargaining agreements. Must maintain effective relationships internally and with representatives of other agencies and industrial managers in the community. Must research and prepare reports for the department and the City in all facets of the environment, liquid, solid and air. Drafts design standards and reviews internal technical work and that of consulting engineers. Ensure compliance with provincial safety legislation and corporate safety policies and procedures. Review employee training, attendance and effectiveness, in order to achieve a knowledgeable, safe, efficient and motivated staff. Will be required to travel to off site locations. Will perform Occupational Health & Safety duties as outlined in the Corporation’s Health and Safety Program. Will perform other related duties as required.

Reporting to the Manager, Regional Water Operations, the Supervisor, SCADA Systems provides leadership in SCADA (Supervisory Control and Data Acquisition) systems management and related control systems, for the regional water systems, including SCADA asset and data management, System Virtualization, business continuity, disas-ter recovery and control system renewal projects. This position supervises assigned SCADA and instrumentation employees, coordinates SCADA-related activities with the contracted operating authority, and ensures ongoing support to SCADA and related sys-tems.

Reporting to Supervisor, Water Operations and Maintenance in the City Utilities Division, your primary responsibilities will include, but are not limited to, the following:
Participate in a wide range of administrative, maintenance, construction and operational activities in the water section of the City Utilities Division and assist in other sections as required
Coordinate, oversee and/or perform:
• The installation, repair and replacement of water mains, fire hydrants, valves, water services and water sampling
• Preventative maintenance programs such as hydrants inspections, pressure tests and chamber inspections
• Isolation and return to service of sections and parts of the Water Distribution System
• Leak detections and reduced pressure investigation
• Customer service support and troubleshooting in the field (i.e. water discoloration or odors)
• Responding to concerns around discolored water and odors
• Water sampling (chlorine, bacteriological, etc.) and assist with adverse response to water situations
• Hydrant flushing for enhanced water quality
• Log and diary daily, documenting activities for tracking purposes
• Response to emergency situations (e.g. water main breaks, service leaks, etc.)
• Disinfection of Water Distribution System appurtenances as per the MECP Watermain Disinfection Procedure
• Daily circle checks on vehicles and equipment
• Safe and efficient operation, care and maintenance of tools, equipment and vehicles
Maintain water system data to ensure management systems are current and accurate
Ensure compliance with all applicable regulations, including Ministry of Environment, Conservation and Parks (MECP) guidelines, and maintain required documentation and record keeping
Maintain a safe work environment by taking necessary precautions and applying safety procedures in accordance with health and safety legislation and City of Waterloo policies and procedures
Communicate and co-operate effectively with others, respecting the values of the Corporation, both internally and externally
Participate in the on-duty rotation (after-hours) for Operator in Charge (OIC) responsibilities in accordance with applicable certifications
Provide functional and operational training as required
May be required to act as Overall Responsible Operator (ORO) in accordable with applicable certifications and demonstrated experience and judgment, at the discretion of management
Participate in team development and implementation of operational/maintenance programs to meet divisional objectives and the needs of our customers and infrastructure
Participate in cross training in other areas of City Utilities and on various teams and initiatives as required
May be required to assist with water meter installations, troubleshooting and repairs

In this role you will: Provide expert technical input and oversee the management and administration of the provision of competitive and safe water treatment and distribution. Negotiate with the client in regards to all aspects of contracts. Plan, lead and manage the delivery of maintenance and electrical systems, processes and technical services for water and wastewater industry clients of the Ontario Clean Water Agency (OCWA) in a defined geographic region in order to support, enable and ensure effective operational effectiveness, efficiencies, safety, and optimum asset management. Coordinates, evaluates and provides feedback on the daily work activities of workers performing facility maintenance to complete projects that meet quality standards, client service standards and meet or exceeds regulatory requirements. Develop and implement maintenance and electrical processes, procedures, best practices and standards, and lead a team to conduct facility inspections and process reviews to identify and resolve issues. Lead/provide strategic/technical expertise, advice and policy recommendations to regional/OCWA management and regional clients/partners on preventative maintenance strategies and technical solutions to support client operations and OCWA business development objectives.
