Keynote Speaker

Barry Liner is the Chief Technical Officer (CTO) of the Water Environment Federation (WEF). Dr. Liner is responsible for leading innovation and resource recovery initiatives including the Innovation Pavilion at WEFTEC. Before joining WEF, Barry served as Assistant Professor and Director of International Engineering Programs at George Mason University. He also served as a management consultant at Black & Veatch focusing on operational efficiency, IT, public private partnerships, benchmarking and strategic finance.
