The Opportunity
The Director of Operations is responsible for the strategic, operational, and financial management of InnServices’ Operations Division, including the delivery of water treatment and distribution and wastewater collection and treatment services. Reporting to the CEO, the role provides leadership and oversight to the Manager of Water and Wastewater Operations and ensures that all operations are conducted in compliance with corporate policies, regulatory requirements, and public health and safety standards. The Director fosters a culture of accountability, safety, and continuous improvement, while supporting the achievement of corporate objectives and advancing long-term operational sustainability.
Responsibilities include, but are not limited to:
Strategic Leadership & Governance:
- Provides strategic, operational leadership for InnServices’ Operations Department, including water treatment, water distribution, wastewater treatment, and wastewater collection, and has overall decision-making authority for the corporation in relation to the areas of responsibility.
- Provides strategic oversight for Operations functions, ensuring alignment with InnServices’ corporate objectives and regulatory requirements.
- Contribute to the development of corporate strategic plans and lead implementation of operational initiatives to ensure alignment with InnServices’ goals and objectives.
- Oversees and directs the managers of Operations and associated staff, providing guidance, mentorship, and leadership development to build organizational capacity and technical excellence.
- Coaches, mentors, and evaluates direct reports to ensure high performance, accountability, and leadership development.
- Sets department performance standards in line with the corporate strategic plan and ensures they are met.
Water & Wastewater Operations:
- Ensure water and wastewater infrastructure is operated, maintained, and upgraded in a safe, reliable, and cost-effective manner, while meeting all legislative and regulatory obligations (including MECP approvals, Drinking Water Works Permits, and Occupational Health and Safety requirements).
- Ensures compliance with Ministry of Environment, Conservation and Parks (MECP) requirements and the Drinking Water Quality Management System (DWQMS) for water and wastewater operations.
- Lead operational risk management, ensuring emergency preparedness and effective response to unplanned events, including acting as Overall Responsible Operator (ORO) when required.
- Prepare and present operational reports, capital business plans, and recommendations for the CEO, Board of Directors, regulators, and other stakeholders as required.
- Oversee departmental goals, objectives, and long-term initiatives relative to daily operations, future requirements, and administrative needs.
- Lead the development, monitoring, and management of operational and capital budgets for the Operations Department; oversee financial planning, expenditure control, procurement, and reporting.
- Oversee the preparation of, studies, plans, specifications, cost estimates, and/or other project/contract documents.
- Provide oversight and direction on service contracts, tenders, procurement, and vendor management related to water and wastewater operations.
- Oversee the annual Capital Improvement Program.
- Represent InnServices in public, inter-municipal, and regulatory forums; respond to inquiries and complaints from residents and stakeholders; and act as an ambassador for the organization.
- Prepares and delivers written and verbal presentations to staff and management and the public, writes staff reports, attends public and Council meetings.
- Provide leadership and decision-making support to the CEO and executive team, acting as designate for the CEO when requested.
- Develops measures to analyze and improve the department’s overall efficiency.
- Foster a culture of safety, compliance, accountability, and continuous improvement, ensuring that staff are trained, supported, and developed to meet high performance standards.
- Performs other duties as assigned.

Qualifications & Core Capabilities:
- 10+ years of progressive experience in water and wastewater systems.
- Minimum 5 years’ leadership experience in a unionized environment.
- Proven leadership in operations and project management.
- Proficient in MS Office software applications, project management and scheduling software, and adaptability to program-specific software.
- University degree in Environmental Engineering or Environmental Technology, or related discipline.
Professional Engineer’s (P.Eng) designation from the Professional Engineers of Ontario (PEO), or Certified Engineering Technologist (CET) is preferred. - Valid Class “G” Ontario Driver’s license and reliable vehicle for use on corporate business
- Excellent analytical, problem-solving, public relations, negotiation, communication, strategic planning, leadership and supervisory skills.
- Ability to deal effectively with all levels of staff, consultants, contractors, elected officials and the public.
