Position Overview
The Compliance and Operational Support Technician is responsible for implementing and overseeing various programs to support the Department’s compliance and operational requirements. This includes overseeing and administering the City’s Accidental Leak Adjustment Program by ensuring accurate, efficient, and policy-compliant application processing.
In addition, this position provides support to staff overseeing the City’s Backflow Prevention Program including assisting with the implementation, verification, and ongoing administration of the program. As required, the position provides technical and administrative backup for the division’s dispatch operation staff to ensure continuity of operations and responsive customer service when needed.
Responsibilities
• Oversees and administers the City’s Accidental Leak Adjustment Program by ensuring accurate, efficient, and policy-compliant application processing.
• Has a comprehensive knowledge and understanding of the City’s Accidental Leak Adjustment Policy and Procedures and provides regular review and updates as necessary.
• Reviews applications for leak adjustment and collect necessary information as required to ensure processing and approval of leak adjustment files are in accordance with the program policies and guidelines.
• Ensures that the applicant/account holder of a leak adjustment application is eligible to apply for a leak adjustment per the program policies and guidelines and that application deadlines are met.
• Reviews documentation confirming that leak(s) have been repaired and that required timelines are for repair are met in accordance with the policy.
• Collaborates with internal staff and Alectra in addressing inquiries, concerns and resolving matters related to leak adjustment.
• Discusses and advises applicants of lead adjustment applications of their payment responsibilities and informs them of payment arrangements with Alectra.
• Strives to provide superior customer services by providing timely updates and responses to customer queries related to accidental leak adjustment applications and communicates results of the application with the applicant.
• Responsible for supporting the City’s Backflow Prevention Program including assisting with the implementation, verification and ongoing administration of the program.
• Provides administrative support on the installation/retrofitting of backflow prevention on new and existing industrial, commercial, and institutional (ICI) and high-risk facilities.
• Supports the administration of the Backflow Prevention Program by creating work processes, associated forms, testing requirements, reporting mechanisms, and program metrics.
• Assists with the development and update of the backflow prevention by-law and associated forms to ensure safeguards are in place to protect the municipal drinking water system.
• Collaborates with other departments as necessary to document and define cross-departmental processes, policies, and/or business practices to support and continuously improve the Backflow Prevention Program and water servicing infrastructure.
• Has a comprehensive knowledge and understanding of the City’s Backflow Prevention Program and provides regular review and updates as necessary.
Qualifications and Experience
• Minimum three (3) year Diploma in Civil Engineering Technology or a related field.
• Minimum three (3) years related experience in engineering and public works operations, or suitable equivalent.
• Possesses an Ontario class ‘G’ Ontario Driver’s license, in good standing, with access to a reliable vehicle.
• Knowledge of general plumbing systems and hydraulics as they pertain to cross connections in water systems; knowledge of backflow prevention assemblies including types, purposes, installation requirements, testing procedures and maintenance requirements.
• Proficient in using Microsoft Office Suite, Geographic information systems, database applications.
• Comprehensive knowledge of relevant American Water Works Association (AWWA), Ontario Water Works Association (OWWA) and National Fire Protection Association (NFPA) Guidelines, Ontario Building Code (OBC), Canadian Standards Association (CSA) B-64 Standards, Safe Drinking Water Act (SDWA), environment legislations and Drinking Water Quality Management Systems (DWQMS).
• Analytical thinker with ability to identify problems, determine root causes, and recommend/implement corrective actions.
• Experienced in a high-paced work environment, with the ability to multitask, manage information.
• Experienced level of customer service ability to regularly, effectively and respectfully deal with the public and staff on a daily basis.
• Knowledge of and demonstrated ability in the City’s core competencies.
Preferred Qualifications:
• Holds and maintains a valid Ontario Water Works Association (OWWA) Cross Connection Control Specialist Certificate.
• Certification or pursuing certification with the Ontario Association of Certified Engineering Technicians and Technologists (OACETT) as a Certified Engineering Technologist (CET) or be registered in an approved equivalent professional association.
